What can be done to fix the 'Billing hard limit has been reached' error while fine-tuning with OpenAI even though payment has been made and the card limit has not been exceeded?

While using OpenAI, I keep encountering the following error despite having paid and not reaching my card limit:

Although I attempted to resolve the issue by obtaining a new API key, it was unsuccessful.
